The result: <strong>no institution achieves Tier A<\/strong>, the sector average stands at <strong>45.0 out of 100<\/strong>, and <strong>35% currently operate at Tiers D, D-, or F<\/strong>.<\/p>\r\n\r\n      <p>This is not a minor issue. University portals process identity data of students and faculty, grades and academic records, admission processes, payroll, and institutional documentation for tens of thousands of people. Academic specialization in technology does not automatically translate into a robust web security posture.<\/p>\r\n\r\n      <h2>Infrastructure Does Not Explain the Results Either<\/h2>\r\n\r\n      <p>We cross-referenced findings by origin server, and the pattern repeats: infrastructure type is not, by itself, a reliable predictor of security.
