Back from the Holidays: 5 Digital Decisions to Close Before 2026 Ends

By Urbadigital · #UrbaInsights · Digital Transformation · 7 min read

The November long weekend is over, and the calendar now works against us. Between budget closings, year-end reports and the December slowdown, most organizations in Ecuador have less than two months to make the technology decisions that will shape 2027. The ones left open usually become January emergencies.

At Urbadigital, we see the same pattern every year: the problem is rarely a lack of ideas, but a pile of pending decisions nobody owns. These are the five we recommend closing before 31 December.

A prioritized 2027 roadmap

Fewer initiatives, each with an owner, a budget line and a success metric.

One source of truth for your KPIs

Agree on definitions now so January dashboards tell one story.

Your personal data protection gaps

Close the open items before the regulator or a breach finds them.

A plan for end-of-support systems

Upgrade, replace or pay for extended support, but decide.

MFA and automated certificate renewals

Two low-cost controls with an outsized impact on risk.

1. Approve a short, prioritized technology roadmap

A roadmap that includes every project anyone requested is a wish list. Before the year ends, leadership and IT should agree on a short list of initiatives for 2027 and, just as important, on what will not be done.

What "closed" looks like

Each initiative has a responsible area (not just someone's goodwill), a budget line, a target quarter and one measurable outcome. If an item cannot meet those four conditions, it goes back to the backlog. This is the core of IT governance: clear decision rights, not more paperwork.

For public institutions, this exercise should feed directly into the annual procurement plan. A project that is not reflected there in time rarely makes it into the year, no matter how strategic it is. For private companies, the equivalent is the 2027 budget: if technology arrives at the budget meeting without priorities, it gets whatever is left.

2. Agree on your KPIs and where they come from

January is when boards and directors ask for annual figures. If sales, finance and operations each pull numbers from their own spreadsheet, the meeting becomes a debate about whose data is right.

Use the remaining weeks to define the short list of indicators that matter for 2027, write down how each one is calculated, and decide which system is the official source. With those definitions in place, a Power BI dashboard becomes a decision tool instead of another version of the truth.

This is also a data quality exercise. Once each indicator has an official source, gaps become visible: fields nobody fills in, duplicated customer records, manual adjustments made after the close. Knowing them in December is far better than discovering them in front of the board.

3. Close your personal data protection gaps

Ecuador's Organic Law on Personal Data Protection (LOPDP) is no longer new, and its sanctions regime is fully in force. For private companies and public enterprises, serious infringements carry fines of between 0.7% and 1% of the previous year's business volume (LOPDP, Art. 72, Registro Oficial Suplemento 459, 26 May 2021).

The law also requires data controllers to notify a security breach to the Personal Data Protection Authority within a maximum of five business days (término) after becoming aware of it (LOPDP, Art. 43). That deadline is impossible to meet without a response procedure that already exists.

Before the year ends, we recommend three concrete steps: an updated inventory of the personal data you process and why, a designated area responsible for data protection, and a written breach response procedure that someone has actually rehearsed.

1%
Maximum LOPDP fine for serious infringements for private companies and public enterprises, calculated on the previous year's business volume.
99.22%
Reduction in the risk of account compromise with multifactor authentication.
100 days
Maximum validity of public TLS certificates from 15 March 2027.

4. Decide what happens to end-of-support systems

Every organization has them: the accounting server nobody wants to touch, the laptops still on an old operating system. Windows 10 is the clearest example. Microsoft ended support on 14 October 2025, and organizations that keep it running can only receive security updates through the paid Extended Security Updates program, priced at USD 61 per device for Year One, with the price doubling every year for a maximum of three years (Microsoft Learn).

Paying for extended support can be a reasonable bridge. Paying for it without a migration date is just a growing cost. Make an inventory, decide upgrade, replace or extend for each group of devices, and put the date in the 2027 roadmap.

Decision Close before 31 December Risk if postponed
2027 roadmap Short list with owners, budget and metrics Projects start without funding or accountability
KPIs and source of truth Written definitions and official system Conflicting figures in the annual review
Personal data protection Gap list, breach procedure, responsible area Fines and an improvised breach response
End-of-support systems Inventory and upgrade, replace or extend plan Unpatched devices and rising support costs
MFA and certificates MFA on critical accounts, automated renewals Account takeover and expired-certificate outages

5. Turn on MFA and automate certificate renewals

Multifactor authentication

Stolen passwords remain one of the easiest ways into an organization. A Microsoft research study found that multifactor authentication reduces the risk of account compromise by 99.22% across the population analyzed (Microsoft research (arXiv)). Start with email, finance systems, cloud consoles and administrator accounts.

Shorter certificate lifetimes

The certificates that keep your website and portals on HTTPS are getting shorter lives. Under the CA/Browser Forum Baseline Requirements, the maximum validity of public TLS certificates dropped to 200 days on 15 March 2026 and will drop to 100 days on 15 March 2027 (CA/Browser Forum Baseline Requirements). If renewals depend on a calendar reminder, expect more outages in 2027. Automate them.

KEY TAKEAWAY

The most expensive technology decision is the one nobody makes. Five clear decisions in November and December are worth more than a long list of ambitious projects in January.

Start 2027 with decisions, not pending items

None of these five decisions requires a large budget. They require ownership, a deadline and a structured conversation between leadership and the technology team. At Urbadigital, we help organizations across Ecuador and Latin America turn that conversation into a governance model and a practical roadmap. Explore our IT Governance & Architecture Optimization service and let's close 2026 with a plan.

Frequently Asked Questions on Year-End Digital Decisions

Why close these decisions before the end of the year?

Budgets, annual reports and contracts for the next year are defined between November and December. Decisions made now can be funded and scheduled from January; decisions postponed usually wait until the second quarter.

Does the LOPDP apply to small and medium-sized companies?

The law applies to the processing of personal data by public and private organizations, regardless of size. Fines for private entities are calculated as a percentage of business volume, so they scale with the company, but the obligations themselves do not disappear for smaller organizations.

Is it acceptable to keep using Windows 10 in 2027?

Devices keep working, but without security updates unless they are enrolled in Microsoft's paid Extended Security Updates program, which lasts a maximum of three years. It can be a bridge, but it should come with a dated migration plan.

What changes for our website with shorter certificate lifetimes?

From 15 March 2027, public TLS certificates can be valid for a maximum of 100 days, so they must be renewed more often. Manual renewals increase the chance of an expired certificate taking your site or portal offline; automated renewal removes that risk.

How can Urbadigital help us close these decisions?

We assess your current technology governance, architecture and data practices, and work with your leadership and technical teams to build a prioritized roadmap. We also support personal data protection programs and data and Power BI projects, so the plan does not stay on paper.
